Lazarus is located in reekwater. Higher gearscore is recommended, and a good healer is a must. You can get legendary drops as well as max GS items here (at least when watermarking isn't bugged). Another thing to note - You can pick up a faction quest for this dungeon in reekwater that will give you some gold and rep. You can also pick up a side quest in shattered mountain that gives you the orb for this dungeon. The quest gives you a decent 580 gear score musket.
